The restricted maker version, Eagle Express, is available free for non-commercial use and, having used it for the odd bicycle project, I can say the layer count (two) and size (80x100mm) restrictions are hardly onerous.

One thing I could never get the hang of was creating my own component data for devices not included in the (extensive) library – My self-protecting theory was that it was impossible with the free version, but my suspicion is that I was just rubbish at understanding what to do. Is this possible?
